Connecting to the Community

Outreach Fort Collins is a community-based program dedicated to helping individuals experiencing homelessness in the Fort Collins area. Our team provides on-the-ground support and resources to address issues such as disruptive behavior, mental health concerns, and safety risks. Outreach Fort Collins  provides proactive street outreach and rapid response in downtown, midtown, and northern Fort Collins. We collaborate closely with local businesses, law enforcement, service providers, and city departments to ensure a safe and welcoming environment for all residents.

Proactive Outreach

 

Outreach Fort Collins (OFC) maintains a consistent presence throughout Fort Collins to meet clients where they are. During these proactive outreach efforts, OFC aims to build trusting relationships with underserved populations, identify their needs, and connect them with higher-level services. Additionally, proactive outreach enables OFC to address community concerns before they escalate, while also providing basic needs and behavioral health support in the field.

Situational Response

 

The OFC team is on call from 8 a.m. to 6 p.m., Monday through Friday. During these hours, our team is available to respond in pairs, engage with groups and individuals to de-escalate disruptive situations, address safety concerns, and connect the community with necessary resources.

When to call Outreach Fort Collins:

    -Someone appears to be impaired by drugs or alcohol and does not pose a risk to self and others

    -Someone appears to be experiencing a mental health crisis and does not pose a risk to self and others

    -You feel uncomfortable with situation and are unsure of what to do

    -You have concern for the health and well-being of someone and it is not an emergency

    -You want to offer support to someone who is unhoused and/or vulnerable and is seeking resources or connection

    -You don’t know what to do in a situation and need support

When to call non-emergency police at 970.221.6540:

    -Illegal behavior in or around your business

    -You feel unsafe for yourself or others

    -Incident has passed but you need to report

    -To request a safety consultation for crime prevention tips

    -This includes fires, medical emergencies, robberies, imminent danger to self or others or a crime in progress.

Coverage Area

Outreach Fort Collins maintains a consistent outreach presence and is available for rapid situational response throughout our coverage area. Our team is also available to answer questions, provide best practice suggestions, and work with first responders to support individuals outside of our coverage area.

Originally from Loveland, CO, Andy joined the Outreach Fort Collins team in 2017 as an Outreach Specialist before transitioning into leadership roles. He values the team's ability to meet a diverse group of community members at their individual point of need and then working together for lasting solutions. Andy enjoys spending time with his family hiking, skiing, and visiting national parks.

Although Carly is not from Fort Collins, it has felt like home since she arrived in 2021. She originally worked in secondary education and agriculture. Volunteer work prompted her to pursue a degree in Social Work at CSU. Her areas of interest involve working with unhoused individuals and working within the larger systems to better serve and improve our community. She looks forward to continuing to work with Outreach Fort Collins, gaining experience, and connecting with the community.

Cheyenne Reed

Cheyenne moved to Fort Collins in the fall of 2024. Previously, she worked in the secondary education field in Arizona before transitioning to non-profit roles in Boston. Her interests in this specific work are centered around preventative measures as well as effective long-term interventions. She received her masters in School Counseling from Boston College in May, 2024.  Outside of her professional life, she enjoys trail running with her dogs, playing bass, and exploring new bookshops with her husband. 

David Hughes

David served in the US Army for 7.5 years as a medic before ending his service and settling in Colorado in 2016. He worked as a civilian EMT while earning his Bachelor’s degree in Health and Exercise Science from Colorado State University. He has since worked in social services, mainly in shelter and rehabilitation environments. He now resides in Loveland where, with his partner, he is raising a daughter, dog, rabbit, and three chickens. David is thrilled to work alongside such excellent team members.

Kaylee Wieczorek

Kaylee received a Bachelor's in English and Political Science from Colorado State University, and holds a Master's in Education Policy and Leadership from the University of Denver. She has years of experience working with those experiencing incarceration and individuals impacted by sexual violence and trauma. Kaylee is grateful to be a part of a team committed to building and maintaining a healthy and safe community for all.

Lisa completed her Masters of Social Work in May 2016 at Colorado State University and has been volunteering, interning or working as a service provider within the homeless community since 2012.

Sonya has called Fort Collins home since 2002. She holds a Bachleor's degree in Psychology from the University of Oklahoma and has experience working in Substance Use Disorder (SUD) treatment centers as well as Community Mental Health agencies in Northern Colorado. She brings a passion for connecting with all humans and sees the value of what each person's unique perspective brings to the table. Sonya feels honored to be a part of such a dynamic team working towards positive change in her community.

Wes Wicklund

Wes comes to Outreach Fort Collins with a breadth of experience in community development in places such as Camden, New Jersey;  Denver, Colorado; Kansas City, Missouri; and Nairobi, Kenya. Finding personal growth and value to all of these people and places, Wes returns to his home state of Colorado with his family, looking forward to planting roots, celebrating diversity, and learning from his new neighbors in Fort Collins.

Annie Hill is currently the sergeant over the Homeless Outreach & Proactive Engagement (HOPE) Team at Fort Collins Police Services. She has been with the department for over 14 years and holds a bachelor’s degree in criminology from the University of Minnesota. She is also a certified addictions technician and a registered psychotherapist. She has several years of experience counseling court ordered clients and at risk teens. Annie is a crisis negotiator for the police department and teaches Crisis Intervention to law enforcement officers around the state.

Brittany Depew

Brittany Depew has served as the Lead Homelessness Specialist with the City of Fort Collins since 2021. In this role, she works closely with both City staff and community agencies to make homelessness rare, brief, and nonrecurring through collective action, competitive funding programs, and policy initiatives. She manages over $1 million annually to help fund homeless services including overnight and day shelter, resource navigation, street outreach and other critical supports for people experiencing, or at-risk of, homelessness. 

Brittany has focused professionally on social equity, resilience, and belonging and is deeply invested in building strong communities grounded in data, collaboration, innovation, and anti-racism. She holds a master’s degree in Educational Leadership & Policy from Portland State University and moved to Fort Collins for the second time in 2014, where she lives with her husband and two kids.

Deb Kelly

For the last 27 years, Deb Kelly has served as the Vice President/branch manager of Home State bank, now SouthState Bank. Responsibilities include but are not limited to sales, business development, day to day management of the financial center. Deb has an extensive history of community involvement and volunteering.

Deb moved to Fort Collins in 1987 from Minnesota. Deb raised her daughter as a single mother and supported her daughter in attending Colorado State University, graduating with a bachelor’s degree in social work, and continuing on to receive her master’s degree in social work from the University of Michigan. Deb supports the vision and goal of Outreach Fort Collins as a positive connector to those experiencing homelessness in our community.

Felicia SmithGraybeal

ST. Paul’s Episcopal Church

Felicia has been pastoring churches in Northern Colorado for the last 23 years, currently serving as the priest for St. Paul’s Episcopal Church in Fort Collins. Prior to this role, Felicia led the founding group for St. Brigit Episcopal Church in Frederick. While with the St. Brigit community she also helped start three nonprofit organizations: Brigit’s Village (affordable housing), Brigit’s Bounty (food assistance), and Carbon Valley Help Center (basic needs and case management). Felicia is honored to contribute to the important work of Outreach Fort Collins as they uniquely aid in serving the community and our unhoused neighbors.

Homeward Alliance

Jackie is the Murphy Center Director, overseeing day shelter operations that include core human services, health clinic, and connection to 20 on-site partner agencies and services. Jackie joined Homeward Alliance’s staff in 2017. She holds a Master’s degree in Social Work from the University of Texas at Arlington. Prior to Homeward Alliance, Jackie served as a Case Manager at Catholic Charities for six years.

Jessica is employed as the Clinical Program Manager at SummitStone Health Partners. She brings her 17 years’ experience in community mental health, and her passion for ending homelessness to this board position. She serves on the CAHPS Steering Committee, and is a licensed clinical social worker (LCSW), and licensed addictions counselor (LAC). One of her favorite parts of her work is bringing her certified therapy dog, Sweet Pea, to brighten the faces of people experiencing homelessness.
