Outreach Fort Collins is a street based outreach program serving a variety of stakeholders, including downtown, midtown, and northern Fort Collins business communities, police services and first responders, service providers, neighbors, various city departments, and individuals experiencing homelessness. Our team is on call to provide situational response for issues of disruptive behavior, physical and mental health safety concerns, and general resource inquiry.

When to call Outreach Fort Collins:

    -Someone is impaired by drugs or alcohol and does not pose a risk to self and others

    -Someone appears to be experiencing a mental health crisis and does not pose a risk to self and others

    -You feel uncomfortable with situation and it is not illegal

    -You have concern for the health and well-being of someone and it is not illegal

    -You want to offer support to someone who is experiencing homelessness or is vulnerable

When to call non-emergency police at 970.221.6540:

    -Illegal behavior in or around your business

    -You feel unsafe for yourself or others

    -Incident has passed but you need to report

    -To request a safety consultation for crime prevention tips

Outreach Fort Collins maintains a consistent outreach presence and is available for rapid situational response throughout our coverage area. Our team is also available to answer questions, provide best practice suggestions, and work with first responders to support individuals outside of our coverage area.

We respond, engage, and connect through professional street outreach with skillful listening, empathy, and problem-solving.

Brad Rhoda

Brad brings 18 years of experience in homeless services and addiction recovery to his role as Director of Outreach Fort Collins. Brad joins OFC after serving as Director of Operations at Harvest Farm and Fort Collins Rescue Mission. Brad holds an MA in English literature from Central Washington University.

Lisa Dunworth

Lisa joins our team as part of the SummitStone Health Partners Homeless Services team. Lisa completed her Masters of Social Work in May 2016 at Colorado State University and has been volunteering, interning or working as a service provider within the homeless community since 2012.

Andy Sprain

systems and outreach manager

Andy grew up in Loveland and has lived in Fort Collins since 2007. Andy has ten years work experience in the non-profit sector and holds a Masters of Theological Studies. Andy joined the team as an outreach specialist in November 2017.

Jasmine Abramson

Jasmine received her Bachelor’s degree in Family and Human Development at Arizona State University in 2019. She is trained in crisis management, intervention, and prevention and offers experience working with poor socioeconomic communities, at-risk youth, and individuals with behavioral problems and mental disorders. Jasmine is very passionate about providing exceptional care and devising creative treatment plans with the hopes to reunite families and help empower the city of Fort Collins.

Although Carly is not from Fort Collins, it has felt like home since she arrived in 2021. She originally worked in secondary education and agriculture. Volunteer work prompted her to pursue a degree in Social Work at CSU. Her areas of interest involve working with unhoused individuals and working within the larger systems to better serve and improve our community. She looks forward to continuing to work with Outreach Fort Collins, gaining experience, and connecting with the community.

David Hughes

David served in the US Army for 7.5 years as a medic before ending his service and settling in Colorado in 2016. He worked as a civilian EMT while earning his Bachelor’s degree in Health and Exercise Science from Colorado State University. He has since worked in social services, mainly in shelter and rehabilitation environments. He now resides in Loveland where, with his partner, he is raising a daughter, dog, rabbit, and three chickens. David is thrilled to work alongside such excellent team members.

Phil Sickels

After 10 years as Advocate for Special Assistance Mental Health Client in the Arizona Health Care Cost Containment System Office of Human Rights, Phil retired and moved with his family to Fort Collins. Phil practiced Music Therapy working with a wide variety of mentally ill populations in southern California over 13 years. Phil joined Outreach Fort Collins in November 2019 and enjoys being out on the streets meeting a wide range of people.

Dylan Shanty

Dylan has lived in the Northern Colorado area his whole life. He has numerous years of experience working with both social service agencies and Old Town merchants, and is currently pursuing a degree in Human Development and Family Studies with a focus on prevention and intervention at CSU. He looks forward to continuing to bring his passion and expertise to Fort Collins with the Outreach program.

Kaylee Wieczorek

Kaylee received a Bachelor's in English and Political Science from Colorado State University, and holds a Master's in Education Policy and Leadership from the University of Denver. She has years of experience working with those experiencing incarceration and individuals impacted by sexual violence and trauma. Kaylee is grateful to be a part of a team committed to building and maintaining a healthy and safe community for all. 

Wes Wicklund

Wes comes to Outreach Fort Collins with a breadth of experience in community development in places such as Camden, New Jersey, Denver, Colorado, Kansas City, Missouri, and Nairobi, Kenya. Finding personal growth and value to all of these people and places, Wes returns to his home state of Colorado with his family, looking forward to planting roots, celebrating diversity, and learning from his new neighbors in Fort Collins.

Alyssa Stroup serves as  Director for the UCHealth Emergency Departments in Loveland, Fort Collins, and Greeley, Colorado where our vision is from health to health care and patients are first.  She is a nurse by trade, with over 20 years of health care experience.  Lyssa began her career as a CNA (Certified Nursing Assistant) in a nursing home  and then progressed to being a RN in a multitude of patient care areas:  Orthopedic, Medical/Surgical, Emergency and  Neurological . Emergency Medicine became her home.

Lyssa holds an MBA (Master’s in Business Administration) from Regis University and her BSN (Bachelors in Nursing) from the University of Colorado in Colorado Springs, CO.

Brian Ferrans

Brian Ferrans serves as the Deputy Executive Director of Acute Care at the Longview Behavioral Health Center.

Brian previously served as the Director of the Health District’s Community Impact Team, where he worked on various behavioral health improvement projects in Larimer County and ran a COVID-19 Isolation/Quarantine shelter site for people experiencing homelessness as part of the Health District’s pandemic response. He currently serves on Larimer County’s Behavioral Health Policy Advisory Council and previously served on the City of Ft. Collins’s Homelessness Advisory Committee. He holds a Master of Science degree in Criminal Justice from Colorado State University-Global, and a Bachelor of Arts in Sociology from Colorado State University. He served six years in the Colorado Army National Guard and lives in the northern end of Ft. Collins with his wife and three young children.

Brittany Depew

Brittany Depew has served as the Lead Homelessness Specialist with the City of Fort Collins since 2021. In this role, she works closely with both City staff and community agencies to make homelessness rare, brief, and nonrecurring through collective action, competitive funding programs, and policy initiatives. Since 2020, she has managed over $1 million annually to help fund critical pandemic recovery programs for people experiencing, or at-risk of, homelessness. 

Brittany has focused professionally on social equity, resilience, and belonging and is deeply invested in building strong communities grounded in data, collaboration, innovation, and anti-racism. She holds a Masters in Sustainability Education from Portland State University and moved to Fort Collins for the second time in 2014, where she lives with her husband and two kids.

Deb Kelly

For the last 27 years, Deb Kelly has served as the Vice President/branch manager of Home State bank, now Independent Financial. Responsibilities include but are not limited to sales, business development, day to day management of the financial center. Deb has an extensive history of community involvement and volunteering.

Deb moved to Fort Collins in 1987 from Minnesota. She attended Poudre School district, graduating high school from Rocky Mountain High School. She attended Colorado State University, graduating with a bachelor’s degree in social work and continued on to receive her master’s degree in social work from the University of Michigan. Deb supports the vision and goal of Outreach Fort Collins as a positive connector to those experiencing homelessness in our community.

Eddy Hopkins

Eddy Hopkins pastors Peak Community Church in downtown Fort Collins. Previously he worked with men in recovery at Harvest Farm in Wellington. Before moving to Colorado in 2007, Eddy earned a master’s degree in theology at Regent College, Vancouver, BC, while working with folks experiencing homeless in Vancouver’s Downtown Eastside (Canada’s poorest postal code).

Eddy is married to Sandy Hopkins, a fiber artist, and together they are raising two boys on the north side of town. The two things he enjoys most about serving on the board are (1) supporting a team of highly skilled and compassionate street outreach specialists, and (2) working with a diverse board, people at the top of their field, collaborating without fuss or for attention, to make this the best city you could ever imagine living in.

Hannah Baltz-Smith

Hannah Baltz-Smith is the Business Support Coordinator for the Fort Collins Downtown Development Authority (DDA).  As part of the Business Marketing and Communications team, she organizes business promotions that add vibrancy and vitality to the Downtown district.   Additionally, Hannah engages Downtown businesses and partner organizations like Visit Fort Collins, City of Fort Collins, CSU, Fort Collins Area Chamber of Commerce, Larimer County Small Business Development Center, and others for the advancement of the central business district.

Prior to joining the DDA, Hannah worked for Denver Rescue Mission as the Northern Colorado Community and Events Specialist, representing Fort Collins Rescue Mission and Harvest Farm in Wellington.  During that time, she developed a heart for people experiencing homelessness. She holds an undergraduate degree in Hospitality Management with a minor in Business Administration, as well as a Master of Management Practice degree, all from Colorado State University.

Linda Nuss

Linda Nuss is the Operations Director for Homeward Alliance and has been with the organization since 2014.  She has helped Homeward Alliance grow from a small grass roots non-profit to a thriving and innovative organization that is now a leader in the Northern Colorado community in helping to move the needle on the homelessness issue. She has prior extensive business background, having started, owned, operated and successfully sold two businesses.  She has years of Life Coaching experience and hosted her own online podcast that brought both personal and professional thought leaders and their tools to help empower people to excel and show up as leaders in both life and careers.  Her passion is to help invite and encourage awareness to system failures and be a part of creating sustainable, equitable and best practice solutions to better serve humanity.

Nathan Rose

Nathan Rose is a small business owner who sells original artwork and creative apparel for his company Burning Bonsai. He also is a professional beekeeper working locally at Copoco’s Honey. He experienced years of homelessness and addiction here in Fort Collins prior to making the transition to self-sufficiency and now brings that knowledge to Outreach Fort Collins.

Annie Hill

Annie Hill is currently the sergeant over the Homeless Outreach & Proactive Engagement (HOPE) Team at Fort Collins Police Services. She has been with the department for over 14 years and holds a bachelor’s degree in criminology from the University of Minnesota. She is also a certified addictions technician and a registered psychotherapist. She has several years of experience counseling court ordered clients and at risk teens. Annie is a crisis negotiator for the police department and teaches Crisis Intervention to law enforcement officers around the state.

Jessica Coe

Jessica is employed as the Program Manager for Homeless & Housing Services at SummitStone Health Partners. She brings her 17 years’ experience in community mental health, and her passion for ending homelessness to this board position. She serves on the CAHPS Steering Committee, and is a licensed clinical social worker (LCSW), and licensed addictions counselor (LAC). One of her favorite parts of her work is bringing her certified therapy dog, Sweet Pea, to brighten the faces of people experiencing homelessness.

Josh Beard

Josh Beard is owner/manager of Bullfrog Wine & Spirits on North College Ave, and Mulberry Max Wine & Spirits on S College Ave. An alum of UNC Greeley and resident of North Fort Collins for 20 years, he has served on the Board of Directors for the North Fort Collins Business Association since 2016. He enjoys spending time in the CO outdoors and performing locally with several musical groups. His time in the liquor industry has brought him many diverse skills and interests, beginning with a passion for beer/wine/spirits, and evolving to learning about the impact and influence local independent business can have on its home community, and how forging strong relationships is how we get to work addressing some of the most important issues that face us all.
